Why does water still pool near my foundation even with gutters?

Gutters only collect the water, they don't do anything to move it away from the house once it exits the downspout. Without an extension or underground drain carrying that water further out, it exits right at the base of the wall and pools exactly where you don't want it. Gutters and downspout drainage are two separate parts of the same system, and both need to work for water to actually stay away from your foundation.

How far away from the house should downspout water go?

Experts generally recommend directing roof water at least several feet away from the foundation, with the ground sloped away from the house at a minimum grade to keep it moving in the right direction. An underground downspout drain can carry water considerably farther than that without leaving anything visible on the surface.

Can a downspout drain actually stop a basement leak?

If the leak is being caused by roof water pooling against the foundation, yes, redirecting that water away from the house often resolves it.
